Fnis Creature Pack Not Installed

[help] I have FNIS installed in Mod Organizer but it doesn't recognize mods or create output.

http://wiki.step-project.com/Fores_New_Idles_in_Skyrim I was using this for instruction on doing FNIS on a clean install. I had it running last time I installed Skyrim just fine. Now, when I run it, it doesn't detect any of the mods. I have creature pack installed to verify that, and it says that it is not installed. I also have XP32 but it is using the default skeleton. Any advice on how to go about this?

I have the Creature Pack despite it not detecting it. I'm using NMM for all this since it seemed to work before. I placed the Creature Pack and FNIS itself in Skyrim's Data folder, the Data folder within Skyrim's data folder, and where the exe itself is located, but all I get is 'bad install' every time. I bought the game through Steam. It worked before, I don't know why it isn't cooperating now.
