I am trying to install VS2017 community edition, have selected cross platform workload. Installation fails with log message: Package 'sqlcmdlnutils,version=15.1.61701.250,chip=x64,language=en-US' failed to install.

Good news! SharePoint and Office 2010 Service pack 2 are now available!

NOTE!
From a recent comment (see bottom of the page), Installing SP2 straight on Top of RTM might work BUT may cause a Problem with the JUNE 2013 CU in relation to the SP1 install!

Therefore I'd highly recommend to follow this install Order:

1. Based on RTM, Install the SP1 first!
2. Now install the JUNE 2013 CU !! (corrected, since it will not install on top of SP2!)
3. then install the SP2

Don’t forget to run each time the PSConfig Wizard to complete the update sequence!

Q: Can I install SP2 straight ahead on top of RTM?
A: Yes, you can.

Q: Does SP2 contains SP1?
A: Yes, SP2 is cumulative and contains SP1 as well

Q: Can I install June 2013 Cu after I have applied SP2?
A: No. There was a recently reported isuse that this may fail and therefore June 2013 CU must be installed after SP1 and before SP2.

Small hint:
If you have already installed either SP2 on top of RTM or SP1 and SP2 but not June 2013 CU and/or having now Problems with installing June 2013 CU afterwards, just wait until August 2013 CU gets released and install that one.

With this release, SharePoint Server 2010 with Service Pack 2 and SharePoint Foundation 2010 with Service Pack 2 will offer support for Windows Server 2012 as well

The recently published June 2013 CU for SharePoint and Foundation is considered as a 'Post-SP2 CU' and is NOT INCLUDED into the SP2!
if you have already installed the June 2013 CU on your SharePoint servers, SP2 should be installed too to stay aligned with the patch level chain. If you have NOT installed June 2013 CU yet, you can install SP2 also and then applying the CU after.
